A New Take on Transforming Lives for a Safer Minnesota


Grounded in an incentivized focus on rehabilitation, this session will focus on legislative changes to Minnesota's corrections system. Specifically, in 2023, the Minnesota Legislature passed a comprehensive reform law called the Minnesota Rehabilitation and Reinvestment Act or MRRA. MRRA reflects a fundamental shift in the focus of Minnesota's criminal justice process for those committed to the custody and control of the Department of Corrections. It is recognized that community-based programs are an essential component of the continuum services for criminal justice system-involved people. For MRRA to be successful, correctional facility and correctional supervision system elements must closely coordinate and create clearer alignment with community-based support programs and services. This presentation will focus on the critical elements and overarching goals of the Minnesota Rehabilitation and Reinvestment Act. The session will also focus on the legislatively directed policy development and implementation planning process currently underway. In addition, the session will identify the developing strategies for strengthening integration with community support and services.
